You can build and sign apps without Desktopr Edge, but Desktopr Edge is required if you want Desktopr to host your signed app files and provide shareable distribution links.

Is Desktopr Edge the same as publishing to an app store?
No.
Desktopr Edge gives you hosted download links and update distribution for signed desktop apps.
